The Safety Officer and Work Permit Receiver (WPR) play vital roles in maintaining workplace safety, ensuring compliance, and supporting smooth operations during industrial shutdown projects. At YGCE Company, these positions are part of an urgent requirement for the SATORP project, which is known for its high standards of safety and efficiency. Both roles are essential for ensuring that all shutdown activities meet Saudi Aramco’s and SATORP’s stringent safety protocols. The Safety Officer acts as a guardian of health and safety regulations, while the WPR manages and authorizes work permits, ensuring that only safe, approved, and compliant operations take place on-site.
Key Responsibilities
The Safety Officer is responsible for enforcing safety regulations, conducting safety briefings, and ensuring that workers adhere to SATORP’s safety policies. This role includes monitoring hazardous work zones, inspecting tools and equipment, and leading safety audits. The officer must also report incidents, investigate near misses, and implement corrective measures to prevent reoccurrence. Meanwhile, the Work Permit Receiver (WPR) coordinates between site supervisors, engineers, and safety teams to obtain and manage permits for all tasks. The WPR verifies that the job site is safe before work begins, confirms that all control measures are in place, and ensures the validity of permits throughout the shutdown period. Together, both roles ensure that all operations proceed safely, efficiently, and in compliance with industrial standards.
Skills and Knowledge
The Safety Officer must have an in-depth understanding of safety regulations, risk assessments, and hazard control procedures. Strong communication and leadership skills are vital, as the officer must coordinate with multi-national teams and maintain clear reporting lines. Certification in safety training (such as NEBOSH, IOSH, or OSHA) and SATORP or Aramco approval are highly valued. For the WPR, knowledge of the permit-to-work system is essential. The candidate must be familiar with confined space, hot work, and electrical permit categories, along with a deep understanding of safety documentation and inspection protocols. Both positions require attention to detail, quick decision-making, and the ability to work efficiently under pressure during shutdown operations.
